Joshua M. Bows, P.E.
President, Merrill Corporation
Josh Bows has managed numerous residential, commercial, and industrial projects from inception through permitting and construction since joining Merrill in 2002. As President of Merrill since 2013, Josh leads Merrill in its quest to be at the forefront of top civil engineering and land surveying firms in Massachusetts. He not only implements Merrill’s mission of adding value to every project, but helps create and promote Merrill’s culture and philosophy of the Merrill “teaming” with our Clients. He has established himself as a leader of a fast-growing company while maintaining a competitive edge in the industry through marketing efforts, financial prosperity, advanced technology and investigating job sectors. But, as a team player and someone who values our ability to provide personalized service due to our unique size, Josh also can be found answering phones, doing soil testing, reviewing plans, and whatever other task needs to be completed at any given moment. He has a Bachelor of Science degree in Civil Engineering from the University of Massachusetts, Amherst, is a current member of the Plymouth Harbor Committee, and has served on the Plymouth Conservation Commission and Plymouth 400 Bass and Blue Tournament Committee.
Peter G. Palmieri, P.E.
Director of Engineering
Peter Palmieri has been a Senior Project Manager with Merrill for over 30 years. As Director of Engineering, Peter oversees and manages Merrill’s civil design team and key projects. Additionally, Peter provides engineering peer review services to many municipalities throughout Massachusetts. Peter has a Master’s of Science degree in Civil Engineering from Northeastern University and is a Registered Professional Engineer in Massachusetts and Rhode Island.
Dana M. Altobello, P.E.
Senior Project Manager
Dana Altobello has over 20 years of experience in the planning, design, and permitting of numerous residential and commercial projects in eastern Massachusetts, including multi-unit and active adult communities. He has worked on a variety of projects, including stormwater management, on-site septic design, environmental permitting and Mass. DEP compliance. Additional areas of expertise include coastal dock permitting, zoning studies and land planning. Dana holds a Bachelor of Science degree in Civil Engineering from Roger Williams University and is a Registered Professional Engineer in Massachusetts and a Mass. DEP Soils Evaluator.
Thomas A. Pozerski, P.E., LEED AP
Senior Project Manager
Tom Pozerski joined Merrill in 2007 after serving 31 years as a military engineering office in the U.S. Army Reserves. He has considerable experience in site assessments, hydrological analysis, sewer and utility design, local, state and federal permitting, and construction administration. Tom is a Registered Professional Engineer in Massachusetts and is certified as a Mass. DEP Septic Inspector and Soils Evaluator. Tom leads the engineering team in Merrill’s Plymouth office and is instrumental to the growth and development of this newly established location. Tom holds a Bachelor of Science degree in Civil Engineering from Northeastern University.
Deborah W. Keller, P.E.
Senior Project Manager
Deborah Keller joined the Merrill Team in 2016 with over 22 years of experience in the design, management and permitting of many residential and commercial projects throughout Massachusetts. Deb has worked on all aspects of a project, including due diligence and feasibility studies, site design, grading, stormwater management and drainage analysis, state and local permitting, and construction administration services. Deb holds a Bachelor of Science degree in Civil Engineering Technology from Wentworth Institute of Technology and is a Registered Professional Engineer in Massachusetts.
Christopher M. Sanderson
Chris Sanderson leads Merrill Corporation’s Utility Division on natural gas related projects. Prior to joining Merrill, Chris worked on wind turbine projects in the Northeast involving wind resource assessments and environmental impact studies. Additional civil engineering design experience includes traffic impact assessments, residential subdivision design, septic design, and stormwater management. Chris holds a degree in Civil Engineering Technology from Wentworth Institute of Technology, as well as certifications from OSHA for Construction Safety and Health
David J. Newhall, E.I.T.
David Newhall joined Merrill as a Co-op employee during the summer of 2016. David assists on and manages several residential, commercial, and industrial projects since joining Merrill as a full-time engineer in July of 2017. He participates in project research, plan preparation, field inspection, and project and field coordination. In addition to engineering, David has experience in land surveying as an instrument operator in topographic, property line, roadway, wetland location, and FEMA Elevation Certification surveys. David holds a Bachelor’s of Science Degree in Civil Engineering from Villanova University and has recently passed the Fundamentals of Engineering exam and is a certified Mass DEP Soils Evaluator.

Josh Green joined Merrill as a Co-op employee for two summers before joining the team full-time in 2017. Josh assists the Engineering Division with various types of projects including residential subdivision design, residential and commercial septic design, stormwater management design, and roadway design. Additionally, he manages many coastal residential improvement projects and contributes to the Survey Department with both office and field related activities providing him the opportunity to see a project through its inception to completion. Josh holds a Bachelor’s Degree in Civil Engineering from Wentworth Institute of Technology and is a certified Mass DEP Soils Evaluator.
Angela Botto joined Merrill as a Co-op employee in 2016 before joining the team full time in 2020. During her time with Merrill, Angela has assisted the Engineering Division with permitting, plan preparation, and residential and commercial site design. Additionally, she assists the Survey Department with project research and processing of field data for plan preparation. Most recently, Angela has taken on an active role in assisting the Utility Division with project coordination and permitting. Angela holds a Bachelor of Science degree in Civil Engineering from Clemson University.
Douglas L. Aaberg, P.L.S.
Director of Land Survey
Doug Aaberg’s land surveying and civil engineering experience spans over four decades and has worked on a multitude of detailed commercial, municipal and residential projects. As Director of Land Survey at Merrill Corporation, Doug can assist you in meeting your next project’s goals through his specialties in boundary line determination, commercial and residential subdivisions, land court surveys, topographic and detail surveys, bathymetric surveys, ALTA/NSPS Land Title surveys, GPS surveys, and construction layout services. He is a Registered Professional Land Surveyor in Massachusetts and a Licensed Land Surveyor in Colorado.
Land Surveyor/AutoCAD Designer
Vinny Carey has over 20 years of experience as a land surveyor and field survey technician. Since joining Merrill in 1999, Vinny has served as lead surveyor on numerous residential and commercial projects, responsible for collecting existing conditions field data, developing survey base plans, and setup and layout for construction.
Bradley K. Lemont, E.I.T.
Design Engineer/Survey Technician
Brad joined the Merrill Team in 2014 with a diverse background in both land surveying and civil engineering design. As an experienced land surveyor, Brad contributes to the team design process from initial field survey through site design and permitting. Previous experience includes work as a survey crew chief and instrument operator, with extensive training in total station equipment in the surveying of property lines, topographic and wetlands surveys, Land Court surveys, ALTA surveys, and FEMA Elevation Certifications. As a design engineer, Brad’s expertise includes residential and commercial site design, septic design, stormwater analysis, and permitting. In addition to holding a Bachelor’s degree in Civil Engineering from Northeastern University, Brad is a certified MA Soils Evaluator, holds a certification from OSHA’s 40 hour HAZWOPER Course, and is a Registered Engineer in Training (E.I.T.).
Land Surveyor/AutoCAD Technician
Rich Cheverie joined Merrill in 2002 with a background in architecture, carpentry, land surveying, and construction. He works closely with Merrill’s engineering design team on residential and commercial projects, performing daily field surveys, construction layout, and AutoCAD plan preparation work. Rich holds a degree in Architectural Design from Massasoit Community College.
Land Surveyor/Field Technician
With over 15 years experience performing topographic and boundary surveys, construction layout, and operating advanced data collection systems, Chris Landry performs both commercial and residential field survey projects at Merrill. He coordinates field work and findings with our engineering personnel, as well as participating in research and plan preparation. Chris is 10 hour OSHA certified for Construction and studied Business Administration at Youngstown State University in Ohio.
Jason A. Bascom, E.I.T.
Land Agent/Survey Engineer
Jason Bascom joined the Merrill survey team in November of 2018. Being a 4th-generation surveyor with more than 10 years of experience in the field and office, Jason has been involved with many types of projects, using all types of equipment. He has done utility surveys, roadway surveys, boundary surveys, hydrographic surveys, dam deformation surveys, aerial surveys, laser scanning, and erosion monitoring. In addition to survey work at Merrill, he also obtains easements and land rights for utility installation throughout Massachusetts. Jason holds a degree in Civil Engineering Technology from Wentworth Institute of Technology, is a Certified Engineer in Training (E.I.T.), and is 10-Hour OSHA Certified for Construction Safety.
